National Council of Teachers of English Affiliate Leadership Conference Attendee Policy (adopted April 1994 by the NCTE Executive Committee)
Each affiliate is encouraged to send at least two delegates to the Affiliate Leadership Conference. NCTE strongly recommends that these include a person of color.*
Each affiliate may, however, send up to four delegates. If three delegates are sent, at least one of the total of the three must be a person of color. If four delegates are sent, at least one of the total of four must be a person of color and at least one a person from an underrepresented group.**

**e.g. new teacher, administrator, elementary teacher, middle school teacher, post secondary teacher
Note: In developing a new Affiliate Leadership Conference Attendee Policy, the NCTE Executive Committee considered the importance of the representatives who attend their regional Affiliate Leadership Conferences. Equipped with new knowledge of NCTE and affiliate operations, with numbers of new ideas for projects and for streamlining affiliate operations, and with specific plans of action for the affiliate, these affiliate leaders have the opportunity to influence the future operations of their affiliates and the relationship between their affiliates and their localities and the National Council. The policy regarding selection of representatives to Affiliate Leadership Conferences is designed (1) to encourage each affiliate to send those leaders who will best benefit from and benefit the affiliate from the leadership conference; (2) to encourage affiliates to involve persons of color in leadership roles as the Council is committed to do; and (3) to encourage affiliates to involve other underrepresented groups in leadership roles, as the Council is committed to do.
