Parsing the Achievement Gap: Baselines for Tracking Progress

Paul E. Barton
Educational Testing Service
October 2003

This report is about conditions that help create and perpetuate achievement gaps. Using compilations, syntheses, and evaluations done by other researchers, the author identifies 14 correlates of elementary and secondary school achievement and examines whether there are racial, ethnic, or income differences. The report shows that educational inequalities begin at birth and continues before, into, and beyond schooling.

The report is available online from the Educational Testing Service website.
