In November 2003, the NCTE Executive Committee adopted a new model of policy-oriented style of governance for the Council. Education Policy Collections
For the latest information about policy issues that are influencing literacy education, spend some time with the Education Policy Collections. You will find links to resource-rich websites and documents or position papers selected to help you understand the issue from various perspectives. You will also gain access to tools that will assist you in representing your views, and you will be referred to NCTE resources that provide teaching and research insights.
The Role of English Teachers in Educating English Language Learners
This position paper, prepared by the NCTE ELL Task Force, is designed to address the knowledge and skills mainstream teachers need to have in order to develop effective curricula that engage English language learners, develop their academic skills, and help them negotiate their identities as bilingual learners. More specifically, this paper addresses the language and literacy needs of these learners as they participate and learn in English-medium classes.

NCTE knows that teacher quality is a vital factor in advancing student learning, and that what constitutes quality English language arts instruction is tied to the context in which that teaching occurs.
