ALLOTMENT OF WINNERS FROM EACH STATE
Each state is allowed one winner for each member in the House of Representatives in the U.S. Congress (e.g., Louisiana has 7 representatives and is therefore entitled to 7 winners). The District of Columbia and American Schools Abroad are limited to two winners each. Canada is limited to four winners.
