State Allotment

Each state is allowed two winners for each member in the House of Representatives in the U.S. Congress (e.g., Louisiana has 7 representatives and is therefore entitled to 14 winners).  The District of Columbia and Canada is limited to four winners and American Schools Abroad is limited to two winners.
